Most smart chargers do not seem to be recommended for extremely discharged (zero volt) type Li-ion protected batteries.
These batteries can potentially cause a fire or explosion.
What precautions do you recommend?
Load power?
Charge time?
Loading time?
Other?
Most of them should work. The capacity should be within 3500mAh.

Smart chargers always monitor the current during charging. So it should be able to shut the charging process to avoid overheating or fire.
I once had a battery over-discharged and it shows 1.5V on Multimeter. But my smart charger was able to charge it without much trouble. I guess it is really smart to monitor any dangerous current.
Just make sure you are around during the charging process.
